The LES terminal is according to Article 1.70 of the ITU Radio Regulations (RR) defined as “An Earth Station” in the FSS systems or in some cases in the MSS systems located at a specified fixed point or within a specified area on land to provide a feeder link for the MSS systems, such as maritime, land, and aeronautical.

The upper section of HF band from 26.5 to 30 MHz shares many characteristics with the lower part of VHF.
