The costs of solar PV projects include power generation, predevelopment, construction, and operation and maintenance costs, as well as the discount rate of fixed-term considerations, the depreciation of fixed assets, and/or the residual value of assets (equation (1) 63):
In 2020, except for a few regions where the electricity prices are significantly lower than the national average (for example, Xinjiang, Gansu, Yunnan, and Sichuan), the cost of PV electricity is competitive with grid prices. As solar electricity can be used to fix the peak load issue, solar electricity will have more economic advantages.
According to our analysis, if electricity prices of the provinces remain unchanged, the cost of PV electricity could be reduced to 0.52–1.22 RMB/kWh by 2015, which is comparable with the grid prices in regions with large PV capacity and high electricity prices, such as Guangdong, Beijing, and Shanghai.
The PV electricity costs vary significantly among provinces. In the economically developed eastern provinces, the PV electricity (mainly BIPV) is 0.67–0.86 RMB/kWh. This rate is close to grid parity owing to high grid prices, but the CO 2 mitigation cost is high (456–693 RMB/Mg CO 2).
Additionally, the cost of solar PV power generation was CNY5.6–15.1 kWh −1 in 2000, which fell to CNY0.29–0.79 kWh −1 in 2018, with an average annual decrease of CNY0.28–0.75 kWh −1 (Fig. 1). Technological progress sheds light on less expensive and more commercially viable solar systems, and increases the competitiveness of the solar PV market.
